DECLARATION OF UTC

In the Name of Allah, the Most Gracious, the Most Merciful

WE, the tribes, organizations and the Royal Datus constituting the Bangsa Sug, also known as, Tausug, the people of the Sultanate of Sulu, assembled in the “1st Tausug People’s Summit” (Panagnaan Miswarat Sin Raayat Tausug), do hereby declare our utmost sincere and serious unity for change founded on truth, rights and justice.THUS, we are the United Tausug People; so determined, based on truth, rights and justice, to attaining peace and security for the welfare and development of all.BEARING in mind the truthfulness of the historical, political and legal creation of the State of the Sultanate of Sulu by the accord, unity and adherence of her sovereign people, entrusting the leadership and authority in the de jure Sultan, thus established and ruled, by series of sovereign Sultans, at first, by her founder Sayyid Abubakar, also known as, Al-Marhum Sultan Sharif-ul Hashim.RECALLING the grandeur and war experiences of the State during the Spanish, American, and Japanese epochs unconquered; and with her present political status, she has still the rights to peace, security, self-determination and freedom based on the United Nation’s principles.THEREFORE, we are united to assert our State’s historical, political and legal rights.BY THE WILL OF ALLAH, we are sincerely and seriously united to declare the restoration of our State’s sovereignty and independence.INSHAALLAH, the declaration will be celebrated in 605th Anniversary.IN SO ASSERTING, we are united to create a Council of Regents spearheaded by Honorable Datu Albi Ahmad Julkarnain, as an interim governing body, consisting of Ulama, Religious leaders, Traditional leaders, political leaders, Royal Datus, professionals and the sovereign Tausug people, to:
1. direct, administer and govern the affairs of the State of the Sultanate of Sulu;
2. initiate, convene and propose a Constitutional Sultanate State defining the powers of the executive, legislative and judicial branch of government; and,
3. to search, examine and declare, in accordance with the rules, one legitimate head of the State fully supported by her people; and,
4. to conduct series of Miswarat (consultation) specifically, the holding of the 2nd Tausug People’s Summit in Tawi-Tawi and another in Zamboanga Peninsula, Basilan, Palawan and abroad.LET THE COPY of this Declaration be furnished to the members of the United Nations, European Unions, Association of Southeast Asian Nations and to the Organization of Islamic Conference.LET THE COPY ALSO of this Declaration be specifically furnished to the United States of America, United Kingdom, People’s Republic of China, Russia, France, Germany, Brunei, Indonesia, Turkey, Singapore, Philippines and Malaysia.FURTHER, let the copy also of this Declaration be furnished to the Moro National Liberation Front and the Moro Islamic Liberation Front.UNANIMOUSLY SIGNED by the United Tausug People this 30th day of Julkaidda 1430 A.H. (17 November 2009 C.E.) on the occasion of the “1st Tausug People’s Summit” held at the Capitol Hills, Sultanate of Sulu Darul Islam.
